Union Minister for Chemicals & Fertilizers Shri. D.V. Sadananda Gowda  today launched  POS 3.1 software, SMS Gateway and Home Delivery facility of Fertilizers (RBK)for farmers in  Andhra Pradesh.


 

On this occasion Shri Gowda said  that DBT system was launched on 1st March, 2018 on Pan India basis and this system have been working very well since its inseption.He said  Department of Fertilizer is the only Department which has successfully implemented a complex system of end to end computerization of movement of fertilizer in the entire country. The system enables us to know and monitor availability of fertilizer on real time basis at State, District and at the retail outlet. Entire fertilizer subsidy for the last two years have been disbursed through this system. This surely is a measure of the robustness of DBT system.

Shri Gowda Complement Chief Minister of Andhra Pradesh Yeduguri Sandinti Jaganmohan Reddy for the excellent work done by his Government in Home Delivery of Fertilizer. In fact, Andhra Pradesh is the only state, which has launched such unique initiative. 


Mos,Chemical and fertilizers ,Shri Mansukh Mandavia and Chief Minister Of Andhra Pradesh Shri Y.S Jaganmohan Reddy also addressed the gathering through Video conferencing. Shri Mandaviya said that pilot project for Home Delivery  of Fertilizers in Andhra Pradesh  is model  for other states.

Under POS 3.1 version, keeping in view of prevailing pandemic condition, contactless OTP based authentication option has been introduced. Farmer will be able to purchase fertilizer without touching finger print sensor.
Minister said SMS Gateway will periodically send SMS to farmer about availability of fertilizer at retail outlet from where he last purchased the fertilizer. He will also be able to get information about availability of fertilizer at any retail outlet by sending retailer ID to Mobile No. 7738299899. Further on purchase of fertilizer, SMS will be sent to his mobile indicating the quantity purchased and amount paid by him.

Department of Fertilizers has introduced Direct Benefit Transfer (DBT) system on 1st March,2018 on Pan-India basis. DBT 2.0 initiative was launched  during July 2019. and since then many more improvements  have been made in the system which are being launched as a part of PoS 3.1 Software. The improvements involves two modes of authentication and  Re-registration of device under PoS. Under POS 3.1 version, keeping in view of prevailing pandemic situation, contactless OTP based authentication option has been introduced and Farmers will be able to purchase fertilizer without touching finger print sensor.
 Under an initiative of Home delivery of Fertilizers in Andhra Pradesh through Rythu Bharosa Kendralu (RBK) state  Government has launched  10,641 Rythu Bharosa Kendralu (RBKs) in all gram panchayats to provide farmers with quality inputs and allied services. Under this systems, farmers after biometric authentication can order fertilizers from RBK (Rythu Bharosa Kendra) in their village  and fertilizer will be delivered at their door step.

Dr. Harsh Vardhan,  Minister for Health & Family Welfare, Science & Technology and Earth Sciences, and Shri Santosh Kumar Gangwar,  Minister of State  (I/C) for Labour & Employment, jointly released Safe Workplace Guidelines for Industry & Establishment to combat Covid-19 in here today. Dr. V. K. Paul, Member, NITI Aayog, under whose constant guidance these guidelines have been prepared, also joined the release as Guest of Honour.

Shri Heera Lal Samariya, Secretary, Labour & Employment, Ms. Anuradha Prasad, Director General, ESIC, Smt. Aarti Ahuja, Additional Secretary, MoH&FW and Prof. (Dr.) Sunil Kumar, DGHS and ESI Corporation Members also graced the occasion. The Office bearers of Industry/Establishment Associations, Trade Unions and representatives of State Governments joined the release online across the country.

Dr. Harsh Vardhan, Minister lauded the importance of the guidelines and informed about the steps undertaken by Govt. of India in combating Covid-19 pandemic. He emphasized upon the need of maintaining the social distancing at workplaces and to follow the safety guidelines issued by MoH&FW time to time. He appreciated the efforts undertaken by ESIC in fighting Covid-19 and for providing quality Covid-19 care to general public in ESIC Hospitals across India. He urged industries and establishments to adhere to the safety guidelines issued and to make necessary modifications/changes at workplaces and process accordingly to maintain continuity in business activities with keeping workforce safe.

During his address, Shri Santosh Kumar Gangwar hailed the recently passed three Labour Codes. He said that with passage of these bills now more workers will get the benefits of social security. He further said that these bills will also ensure the ease of doing business. He informed that ESIC has been working continuously since its inception to provide social security to its Insured Persons, who are low income workers and now its reach is going to increase many folds from its present approximately 12 Crore beneficiaries base with passage of Social Security Code, as the ESI Scheme will be implemented in the entire country as against the Notified Districts of the country, at present. Shri Gangwar informed that ESIC has taken number of measures to provide financial relief and health protection to Insured Workers as well general public during the covid pandemic. He intimated that the rate of unemployment relief payable under Atal Bimit Kalyna Yojna has been doubled from 25% to 50% of average wages with relaxation in qualifying criteria for job loss during 24.3.2020 to 31.12.2020. Earlier, ESIC has allowed employers to defer payment of contribution for the month of March & April to 15th of May 2020 without levy of any penalty.

Further ESIC is actively contributing in the treatment of Covid-19. A total of 23 ESIC Hospitals with around 3597 beds across India functioned as COVID-19 Dedicated Hospitals to exclusively provide COVID medical services to the general public of the area. Further, a total of 555 ICU/HDU Beds with 213 Ventilators have also been made available in these Hospitals. The Minister also informed about operationalization of Covid Hospital at ESIC Hospital, Bihta having facility of 500 beds and 125 ICU beds. ESIC Medical College & Hospitals at Faridabad (Haryana), Sanath Nagar, Hyderabad (Telangana), Gulbarga (Karnataka), K.K.Nagar (Chennai), Rajaji Nagar (Bangaluru) and ESIC PGIMSR, Basaidarapur (Delhi) have started ICMR approved in-house Covid-19 lab test service. Convalescent Plasma Therapy treatment is being provided at ESIC Medical College Faridabad (Haryana) and Sanath Nagar, Hyderabad (Telangana).

Dr. V.K Paul, Member, NITI Aayog informed that workplace guidelines for industrial workers are of great significance in curbing the spread of COVID-19 disease to industrial workforce of our country. This is playing a critical role in ensuring that production and economy of the country is not deterred by the pandemic. At the same time, the industrial workers and their families should remain safe and free of fear.  These guidelines are very timely and should be disseminated and embraced widely.

About Safe workplace guidelines for Industry & Establishment to combat Covid-19;

The guidelines have been prepared as a comprehensive planning guidance for employers and workers to use it to help identify risk levels of Covid-19 at individual workplace settings in their premises and to determine appropriate control measures. These guidelines are in the form of a booklet which consolidates all important measures into a ready reckoner of action points to make the workplace safe Based on the bulwark of infection control measures like respiratory hygiene, frequent hand washing, social distancing and frequent sanitization of the workplace. It details the structural and administrative measures and HR policies that can be used to control the spread of Covid-19 at the workplace. Guidance for the assessment, categorization and mitigation of risk related to varied work related exposures to Covid-19 and contingency plan has also been provided in the guidelines.  Isolation and management of sickness at the workplace has been dealt with in detail. Dos and don’ts for social behavior have also been listed for all the stakeholders in the safety guidelines.

Shri Gangwar urged the business community and workforce to follow the guidelines to stop the spread of Covid-19 pandemic and maintain the continuity of the business activities.

ESI Scheme in India;

The Employees' State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like reasonable Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. It is covering about 3.49 Crores of family units of workers and providing matchless cash benefits and reasonable medical care to its 13.56 crore beneficiaries. Today, its infrastructure has increased many folds with 1520 Dispensaries (including mobile dispensaries)/307 ISM Units and 159 ESI Hospitals, 793 Branch/Pay Offices and 64 Regional & Sub-Regional Offices. The ESI Scheme today stands implemented in 566 districts in 34 states and Union Territories of the country.

Recovered Cases exceed Active Cases by more than 41.5 lakhs

India continues to report high number of recoveries. The recovered cases have exceeded the new confirmed again during the past 24 hours.  With this, India’s Recovery Rate has leaped past 83% today.

84,877 recoveries have been registered in the last 24 hours in the country while the number of new confirmed cases stands at 70,589. The total number of recoveries has touched 51,01,397.

73% of the new recovered cases are being reported from ten States, viz. Maharashtra, Karnataka Andhra Pradesh, Tamil Nadu, Uttar Pradesh, Delhi, Odisha, Kerala, West Bengal and Madhya Pradesh.

Maharashtra is topping the list with nearly 20,000 recoveries while Karnataka and Andhra Pradesh both contribute more than 7,000 to the single day recoveries.

The sustained high level of recoveries have led to further widening of the gap between active and recovered cases. Recovered cases exceed the active cases (9,47,576 ) by more than 41.5 lakh (41,53,831). The recovered cases are 5.38  times the active cases ensuring that the recoveries are consistently rising.

The active caseload of the country presently is merely 15.42% of the total positive cases and is consistently declining.

The following two graphs depict the changing scenario of the active cases in the top ten states between 23rd and 29th September.

A total of 70,589 new cases have been reported in the last 24 hours in the country.

10 States/UTs account for 73% of the new confirmed cases.

Maharashtra continues to lead this tally. It has contributed more than 11,000 followed by Karnataka with more than 6,000 cases.

There have been 776 deaths in the past 24 hours.

10 States/UTs account for 78% of the deaths in the last 24 hours due to COVID.

Of the new deaths, Maharashtra reported more than 23% of deaths with 180 deaths followed by Tamil Nadu with 70 deaths.

Dr. Harsh Vardhan, Union Minister of Health and Family Welfare, Science & Technology and Earth Sciences and Shri Santosh Kumar Gangwar, Union Minister of State (Independent Charge), Labour & Employment released a booklet on ‘COVID-19- Safe Workplace Guidelines for Industry’ through virtual platform today, in the presence of Dr. V. K. Paul, Member (Health), NITI Ayog.

Expressing his happiness at the release of COVID-19- Safe Workplace Guidelines for Industry, Dr. Harsh Vardhan said, “These guidelines are commendable and timely. This will help in welfare of the industrial workers. The guidelines act as a comprehensive planning guidance for employers and workers to use it to help identify risk levels of Covid-19 at individual workplace settings in their premises and to determine appropriate control measures”. These guidelines consolidate all important measures into a ready reckoner of action points to make the workplace safe based on the bulwark of infection control measures like respiratory hygiene, frequent hand washing, social distancing and frequent sanitization of the workplace.

The Health Minister further said, “Government of India under the leadership of Honourable Prime Minister is committed to the welfare of the workers. As the country is moving towards the unlocking of economic activities, it is important that the guidelines are followed within the industry premises. Scientific prevention, precaution and positive attitude will help us in our fight against COVID. These guideline will provide the guidance for the assessment, categorization and mitigation of risk related to varied work related exposures to Covid-19 and contingency plan.”

On India’s fight against COVID-19, Dr. Harsh Vardhan said, “In all the parameters of COVID, India is faring better than many developed countries. The continuously rising Recovery Rate and progressively falling Case Fatality Rate have proven the success of the COVID-19 containment strategy followed by all States and UTs. This is a result of combined efforts of all the organisations and citizens of country.” He also lauded ESIC hospitals which are playing an important role in providing services to the COVID patients.

Dr Harsh Vardhan also urged people to follow COVID appropriate behaviour. He reiterated that till the time, a vaccine is available to fight the infectious disease, our social vaccine in the form of mask/face cover, hand washing and maintaining physical distancing need to be adhered to.

Shri Santosh Kumar Gangwar said, “These guidelines for safety of industrial workers will encourage people. It is important to prepare ourselves mentally for the present situation and spread awareness about the COVID appropriate behaviour.”

Dr Paul added that the guidelines will act as a beacon of light for the safety of industrial workers. There should be wider dissemination of the guidelines to the target group for COVID safe behaviour.

Union Minister of Chemicals & Fertilizers Shri D.V. Sadananda Gowda  has said that it is  good time to invest in India when the Government is focusing self-sufficiency in domestic production.

Shri Gowda was addressing a webinar on “Specialty Chemical” Organized by Department of Chemicals & Petrochemicals and FICCI. Minster today  officially launched “ India chem2021” Which will be held from 17to19 th March 2021. 

Minister said “Specialty Chemicals” is one of the areas where  huge potential for growth lies. The past couple of decades have seen a significant shift in the manufacturing of chemicals, particularly  the specialty chemicals from EU and North America, to Asia. 

The Indian Chemical and Petrochemical industry have huge potential to play a significant role a  by 2025, the sector can alone contribute $300 billion to the GDP as compared to $ 160 billion at present.

Shri Gowda added that India is looking forward to incentivize manufacturers, through Production Linked Incentives (PLIs) and development of State of Art infrastructure facilities, to set up entire value chain of drug production in upcoming three bulk drug parks in India.

92,043 recoveries have been registered in the last 24 hours in the country,

New recoveries in India have exceeded the new cases for several successive days during the period of the past nine days. There has been a steep increase in number of recovered patients. The single day recoveries on an average have been more than 90,000.

92,043 recoveries have been registered in the last 24 hours in the country, while the number of new confirmed cases stands at 88,600. With this, the total number of recoveries are close to 50 lakhs (49,41,627). Maintaining its upward trend, the national Recovery Rate presently stands at 82.46%

 

 

This high rate of daily recoveries has sustained India's leading global position as the country with maximum number of recovered cases.

As India records more recoveries than the new cases, the gap between percentage recovered cases and the percentage active cases is continuously increasing.

The gap between the recovered cases and active cases is nearly 40 lakh (39,85,225).

 

The number of active patients has been below 10 lakh for several successive days. The active caseload is merely 15.96% of the total positive cases and is consistently declining.

 

Close, proactive, calibrated and effective coordination between the Centre and States/UT governments has made this sustained high level of single day recoveries possible.

21 States/UTs have reported higher number of new recoveries than the new cases.

 

 

These results have been ensured through sustained, multi-pronged strategies and effective actions, coupled with regular review by the Union Government. Early identification through high countrywide testing, prompt surveillance & tracking supplemented with standardised clinical care have aided these encouraging outcomes.

Recoveries More than 5 times Active Cases

With a very high number of COVID patients recovering every single day, India’s steady trend of posting high level of recoveries continues.

India has recorded 93,420 new recoveries in the last 24 hours. With this, the total number of recoveries are 48,49,584.

With the increase in daily recoveries, the Recovery Rate has also sustained its upward trend. It currently is positioned at 82.14% today.

 

India has maintained its top global ranking in total recoveries with such high successive single day record numbers.

As India records more recoveries than the new cases, the gap between Recovered Cases and the Active Cases is continuously widening.

The Recoveries are more than 5 times Active Cases.

The recovered cases (48,49,584) exceed the active cases (9,60,969) by nearly 39 lakh (38,88,615).

This has also ensured that the active caseload accounts for merely 16.28% of the total positive cases. This has sustained on its steady declining path.

Following the national lead, 24 States/UTs are also reporting higher number of new recoveries than the new cases.

 

10 States/UTs account for nearly 73% of the New Recovered cases.

Maharashtra has maintained this lead with 19,592 new recoveries.

 

These sustained encouraging results have been made possible with the Centre-led proactive and calibrated strategy of TEST TRACK TREAT with a sharp focus on ‘Chase the Virus” approach. States/UTs have effectively identified positive cases at an early stage through high & aggressive levels of countrywide testing. This has been supplemented with prompt surveillance & tracking to identify the contacts to curb spread of the infection.

The Centre has issued Standard of Care protocol to ensure uniform and high quality medical care for those in home/facility isolation and hospitals. These have been upgraded periodically drawing from the emerging global and national evidences. The Union Government is supporting the efforts of the States/UTs through technical, financial, material and other resources.
