C. REASONS FOR SHORTFALL

Reasons for shortfall

ONGC (Gujarat)
Poor Influx, increasing water cut trend & Power shutdown.

ONGC (Mumbai High Offshore)
Less than anticipated oil gain from development wells, side track, new & workover wells. Production affected due to less than anticipated oil gain from Vasai East. Delay in project execution of G-I field. 

OIL (Assam & Arunachal Pradesh)
Several OIL Bandhs/Blockades by various  Groups  during the month of September, 2012 and frequent miscreants activities in the fields.

Pvt./JVCs  ( Rajasthan)
Less than estimated oil production from Bhagyam field.

Pvt./JVCs  ( Arunachal Pradesh)
Only producing well Amguri # 14 ceased to flow since October, 2011 due to sand ingress in wellbore.

Pvt./JVCs ( Western Offshore-Panna-Mukta)
Lower oil production due to delay in well intervation jobs,  and underperformance of MA # 4 & # 8 wells.  NANG production is less due to almost no flow from PG#1 &# 10 wells.

The crude throughput in IOC (Barauni, Mathura & Panipat), BPCL (Mumbai & Kochi ), HPCL (Mumbai), MRPL (Mangalore), RIL (Jamnagar) & Essar Oil Ltd. Vadinar refineries have exceeded their planned target.

The crude throughput in  IOC (Guwahati, Koyali, Haldia, Digboi  & Bongaigaon), BORL (Bina), HPCL (Visakh), CPCL (Manali & Narimanam), NRL (Numaligarh) & ONGC Tatipaka  refineries was less than their planned target.

B. REASONS FOR SHORTFALL :

Reasons for shortfall

IOC (Haldia)
Throughput is restricted due to Breech Lock Exchanger problem in Hydro Cracker unit.

IOC (Guwahati)
Throughput lower due to extended planned shutdown for Coker revamp.

IOC (Koyali)
Throughput is restricted due to high inventry of Raw Petroleum Coke and Black Oil.

IOC (Bongaigaon)
Throughput lower due to power plant outage.

HPCL, Visakh
Throughput lower than the MOU excellent Target due to deferment of planned CDU-III shutdown.

BORL, Bina
On three occassions there was a state grid power failure affecting power supply to the units, resulting in reduction in Crude Throughput.  Refinery was under shutdown from 31st August 2012 to 25th September 2012 for maintenance works in Hydrogen unit & Refinery flare system.
