1. Excavation Permit / Pre-Excavation Planning

Before starting any excavation:

 • Obtain a Permit to Dig to verify:

 • Identification of underground installations (gas, electric, water, telecom).

 • Risk assessments and safe work procedures in compliance with 29 CFR 1926.651(b).

 • Coordination between supervisors, competent persons, and local utility companies.

 • Documentation of all planned work activities.

2. Site Safety & Risk Control Measures

Required safety measures for all excavation operations:

 • Utility Locating: Use utility maps, “Call Before You Dig,” or ground-penetrating radar (GPR).

 • Protective Systems: Shoring, shielding, or sloping required for excavations deeper than 5 ft (1.52 m) unless made entirely in stable rock (1926.652(a)(1)).

 • Spoil Placement: Keep materials and equipment at least 2 ft (0.61 m) from edge (1926.651(j)(2)).

 • Access & Egress: Provide ladders, ramps, or steps within 25 ft (7.6 m) travel distance for trenches 4 ft or deeper (1926.651(c)(2)).

 • Barricades & Signage: Install edge protection and warning signs.

 • Atmospheric Testing: Required for excavations over 4 ft deep in potential hazardous atmospheres (1926.651(g)).

 • Daily Inspections: Performed by a competent person before work and after rain, vibration, or hazard-inducing events (1926.651(k)).

 • Water Control: Use pumps or drainage systems to prevent water accumulation (1926.651(h)).

3. Heavy Equipment Safety in Excavation

When operating excavators, loaders, cranes, or other heavy machinery:

 • Equipment Inspection: Daily and periodic inspections per 1926.602.

 • Qualified Operators Only: Operators must be trained and authorized.

 • Safe Operation: Maintain safe distances from edges to prevent cave-ins.

 • Warning Systems: Use reverse alarms, horns, and visible signals.

 • Parking & Shutdown: Lower attachments, turn off engine, set brakes.

 • Communication: Use radios or OSHA-recognized hand signals between operators and spotters.



4. General OSHA Compliance Requirements

 • Permit-to-Work (PTW) System: Ensure all excavation work is covered under PTW.

 • Hierarchy of Controls: Apply Elimination → Substitution → Engineering → Administrative → PPE.

 • Daily Toolbox Talks (TBTs): Focus on excavation hazards before work begins.

 • Emergency Action Plan: Must include cave-in rescue procedures and be communicated to all workers.
