CPCB Issues Directions to Local Bodies to set up Sewage Treatment plants on the Main Stem of River Ganga
The
Central Pollution Control Board (CPCB) has issued directions under
Section 5 of Environment (Protection) Act, 1986 on 9th October, 2015 to
the local body authorities of 118 cities and towns located on the main
stem of River Ganga directing them not to dispose untreated sewage into
the river or at any other recipient system and set up Sewage Treatment
Plants (STPs) of adequate capacity and provide sewerage system to cover
the entire local/urban areas and to ensure complete treatment of sewage.
In response to above directions, CPCB has received information from six
municipalities of West Bengal regarding action taken report.
CPCB has also issued directions in March, 2015 under Section 18 (1) (b)
of Water Act(Prevention and Control of Pollution), 1974 to 5 Ganga
Basin State Pollution Control Boards for implementation of action plan
from the industries covering Pulp & Paper, Distilleries, Sugar,
Tanneries and Textile Sectors for achieving Zero Liquid Discharge (ZLD)
standards.
National Mission for Clean Ganga has identified 118 towns/cities which
discharge about 4990 Million Liters Per Day (MLD) of sewage into the
River Ganga as per the census 2011. CPCB has inventorised 65 STPs in
the main stem of river Ganga having installed treatment capacity of 1220
MLD. Out of the 65 STPs, 47 STPs were monitored in the year 2014-15.
CPCB on February 5, 2014 issued directions under Section 18 (1) (b) of
the Water (Prevention and Control of Pollution) Act, 1974 and the Air
(Prevention and Control of Pollution) Act, 1981 to all the State
Pollution Control Boards (SPCBs) / Pollution Control Committees for
directing the 17 category of highly polluting industries, CETPs and
Common incinerators of Hazardous and Bio-medical waste treatment
facilities to install 24x7 monitoring devices. As on date, 1782 online
continuous (24x7) monitoring devices have been installed by the
industries.
Directions were also issued to all 11 Ganga Basin States, SPCBs for
directing the Grossly Polluting Industries(GPIs) discharging effluent
directly into river Ganga and its tributaries (Ganga River Basin) to
install 24x7 online monitoring devices. Out of the 764 GPIs discharging
their treated effluent into River Ganga, 508 units have installed
on-line continuous emission monitoring system. CPCB has also issued show
cause notices under Section 5 of Environment (Protection) Act, 1986 on
July 30th, 2015 to all GPI in 5 Ganga states for implementation of
action plan from the industries covering pulp & paper, distilleries,
sugar, tanneries and textile sectors for achieving Zero Liquid
Discharge (ZLD) standards.
