This authority will be responsible for preparing and implementing urban disaster management plans, focusing on the specific vulnerabilities and needs of the city. The Act also emphasizes strengthening the State Disaster Management Authority (SDMA) and enabling the formation of a State Disaster Response Force (SDRF). 

Key features of the 2025 Amendment relevant to Kakinada:

Urban Disaster Management Authority:

The Act mandates the creation of a dedicated authority for Kakinada, responsible for developing and executing urban-specific disaster management strategies. 

State Disaster Management Authority (SDMA):

The SDMA's role will be strengthened, potentially including providing guidance and support to the Urban Authority in Kakinada. 

State Disaster Response Force (SDRF):

The Andhra Pradesh government can form an SDRF to enhance the state's capacity to respond to disasters in Kakinada and other regions. 

National Disaster Management Authority (NDMA):

The NDMA's role will be enhanced in coordinating disaster management efforts across the country, including providing technical guidance to states and urban authorities. 

Disaster Database:

National Crisis Management Committee (NCMC) and High-Level Committee (HLC):

These committees will play a coordinating role at the national level during severe disasters, ensuring a unified response across different states and agencies.

Implementing measures to mitigate the impact of cyclones and storm surges, including strengthening coastal infrastructure and developing evacuation plans. 

Flood Management:

Developing drainage systems, flood forecasting, and early warning systems to minimize flood damage. 

Community Preparedness:

Engaging local communities in disaster preparedness activities, including awareness campaigns, mock drills, and training programs. 

Infrastructure Resilience:

Ensuring that critical infrastructure (roads, hospitals, power supply) is designed to withstand potential disasters. 

Resource Mobilization:

Establishing a system for rapid resource mobilization during emergencies, including personnel, equipment, and relief materials. 

Coordination:

Ensuring seamless coordination between the Urban Authority, SDMA, NDRF, SDRF, and other stakeholders.
