The assessment of the Central
Pollution Control Board (CPCB) indicated that there was increase in
concentration of pollutants at most of the monitoring locations during the
odd-even period. The National Green Tribunal (NGT) on 04-07-2016 observed that
as per the CPCB report, the ambient air quality in Delhi during the Odd-Even implementation
period is found to be more deteriorated than the one when the said restriction
was not in force. NGT also observed that the average value of PM2.5
is higher during Odd-Even phase than pre Odd-Even period.
No such recent survey
has been conducted. However, the performance of CPCB is reviewed by Ministry of
Environment, Forest and Climate Change (MoEF&CC) and the performance of
SPCBs/PCCs are reviewed by State/UT Government concerned. Various issues
relating to functioning of SPCBs/PCCs are discussed during the periodical
conference of Chairmen and Member Secretaries of SPCBs/PCCs held by
CPCB/MoEF&CC.
CPCB has reported that it has
received a total of 3417 complaints including VIP and other references in the
last three years and current year as given below:

The action taken by the CPCB against
the violators of pollution laws includes issue of directions for improving
performance and compliance with norms, directions to service agencies for
disconnection of power/water supply, obtaining of bank guarantee, closure of
industries etc.
