“Don’t just protect the person — control the hazard first.” π―
Every safety professional should understand one important principle:
π The strongest safety control is not always PPE.
Before relying on gloves, helmets, high-visibility clothing or other PPE, we should first ask:
❓ Can the hazard be removed?
❓ Can it be replaced with something safer?
❓ Can we physically separate people from the hazard?
❓ Can procedures, training and planning reduce the exposure?
❓ What PPE is still required after applying higher-level controls?
π° THE 5 LEVELS OF THE HIERARCHY
π’ 1️⃣ ELIMINATION – REMOVE THE HAZARD
The most effective approach is to eliminate the hazard completely.
π« Example:
If severe weather makes riding unsafe, do not ride. Postpone the journey until conditions are safe.
➡️ Remove the exposure whenever reasonably practicable.

π΅ 2️⃣ SUBSTITUTION – CHOOSE A SAFER ALTERNATIVE
Replace the hazardous option with a safer one.
π² Example:
Use an indoor stationary bike/trainer or choose a safer route, time or transport option where practicable.

π 3️⃣ ENGINEERING CONTROLS – MAKE THE ENVIRONMENT SAFER
Engineering controls physically separate people from hazards or reduce exposure.

✔️ Safer road design
✔️ Appropriate signs and traffic separation

✔️ Following traffic rules and speed limits
✔️ Weather/road-condition checks
✔️ Safe-work procedures

π΅ 5️⃣ PPE – PROTECT THE PERSON
PPE is an important last line of defense when hazards remain after higher-level controls have been considered.

✔️ Appropriate helmet
✔️ High-visibility clothing
✔️ Protective gloves
✔️ Suitable footwear
✔️ Eye protection where required
⚠️ Remember: PPE should not be treated as the only control. PPE selection should be based on the hazards and the applicable requirements.

The controls at the top of the hierarchy generally provide stronger protection, but in real situations a combination of controls may be necessary.
π BEFORE YOU START — ASK YOURSELF:
✅ What is the hazard?
✅ Who could be exposed?
✅ Can the hazard be eliminated?
✅ Is there a safer alternative?
✅ Can we engineer the risk out?
✅ What procedures or training are required?
✅ What PPE is appropriate?
✅ Are the controls actually working?
π― PLAN → ASSESS → CONTROL → VERIFY → GO HOME SAFE
A good safety culture is not about wearing PPE and hoping for the best.
It is about identifying hazards early, selecting the highest reasonably practicable control, implementing controls correctly, and checking their effectiveness. OSHA recommends evaluating whether controls continue to provide effective protection and modifying them when necessary.
