Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2024.
Safety of Household, Commercial and Similar Electrical Appliances
OVERVIEW
The Ministry of Commerce and Industry hereby issues the following Order, to be known as the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025.
This Order may be cited as the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, and shall come into force on 19th March, 2026. This Order shall apply to all electrical appliances intended for household, commercial, or similar use, with the following voltage ratings:
Not exceeding 250 V for single-phase appliances, and
Not exceeding 480 V for other appliances, including direct current (DC) supplied and battery-operated appliances.
This Order shall not apply to electrical appliances that:
Are covered under any other Quality Control Order issued under the same Act, or
Are notified for mandatory certification by the Bureau of Indian Standards (BIS) under any other Act.
Applicability: The Order covers a wide range of electrical appliances, including but not limited to:
Vacuum Cleaners and Water Suction Cleaning Appliances
Spin Extractors
Cooking Ranges, Hobs, and Ovens
Electrical Shavers and Hair Clippers
Tumbler Dryers
Warming Plates
Frying Pans and Deep Fat Fryers
Appliances for Heating Liquids
Massage Appliances
Electric Forced Convection Ovens
Electric Heating Tools
Electric Steam Cookers
Insect Killers
Electric Fence Energizers
Electric Call Bells and Buzzers for Indoor Use
Electric Water Boilers
Electric Coffee Makers
Electric Bean Slicers

Compliance Requirements: All listed appliances must conform to the Indian Standard IS 302 (Part 1): 2024 (Safety of Household and Similar Electrical Appliances: General Requirements) and bear the Standard Mark under a license from the Bureau of Indian Standards, as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exemptions:
The Order does not apply to goods manufactured domestically for export.
Small enterprises and micro enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, must comply with the Indian Standards as follows:
- General Implementation: 19th March, 2026
- Small Enterprises: 19th June, 2026
- Micro Enterprises: 19th September, 2026
Special Provision for Research and Development: Manufacturers may import up to 200 units of goods for research and development annually, provided these items are not sold commercially and must be disposed of as scrap. Manufacturers must maintain a yearly record of such goods and present it to the Central Government if requested.
Provided further that nothing in this Order shall apply to goods or articles that are domestically manufactured or imported prior to the date of implementation specified in the Table of this Order, provided that:
The manufacturer is either already certified by the Bureau of Indian Standards (BIS) or has submitted an application to the Bureau for certification of the relevant goods or articles; and
Such manufacturers shall be allowed to sell, display, or offer for sale the declared stock of these goods or articles for a period of up to six months from the date of implementation, as specified.
This exemption is subject to the condition
that the manufacturer makes a formal declaration to this effect to the Bureau.
Enforcement Authority: The Bureau of Indian Standards shall act as the certifying and enforcing authority for compliance with this Order.
Penalties: Any person who contravenes the provisions of this Order shall be subject to penalties under the Bureau of Indian Standards Act, 2016.
