The Zero Poverty – P4 Initiative is an ambitious participatory governance model launched by Andhra Pradesh Chief Minister N. Chandrababu Naidu to completely eradicate poverty in the state by 2029.
Introduced under the broader "Swarna Andhra Vision 2047" roadmap, the model moves away from traditional, state-funded direct cash transfers. Instead, it positions the government strictly as a facilitator to connect wealthy citizens with families in distress.
🤝 What Does "P4" Stand For?
The framework expands the traditional P3 (Public-Private Partnership) model into Public-Private-People Partnership.
💡 Core Mechanics: The "10–20" Model
The fundamental strategy revolves around wealth and knowledge sharing: it encourages the top 10% wealthiest population to directly mentor and uplift the bottom 20% poorest households.
The program categorizes participants into two distinct groups:
- Margadarsis (Mentors / Guides): Well-off individuals, corporate entities, institutional donors, and the global Telugu diaspora who volunteer to provide guidance, skill-building, or financial support. ]
- Bangaru Kutumbams (Golden Families): The economically weaker beneficiary families identified through rigorous government-verified field surveys and gram sabhas.
🛠️ Methods of Contribution
Through a dedicated mobile application and web portal, mentors can support the movement in three distinct ways:
- Adopt a Family: Direct one-on-one mentorship to pull a specific household out of poverty.
- Adopt a Village or Community: Developing localized clusters where entrepreneurs or NRIs adopt their native regions.
- Fund a Need: Financing specific structural or individual requirements using AI-driven priority analysis.
📈 Scope & Focus Areas
The initiative combines basic living improvements with long-term financial self-reliance:
- Infrastructure & Living Standards: Ensuring families receive proper housing, sanitation, 100% tap water connectivity, LPG connections, and rooftop solar incentives.
- Socio-Economic Graduation: Emphasizing customized intervention, AI-targeted asset allocation, professional mentorship, healthcare access, and high-speed internet.
- Self-Reliance: Focusing heavily on micro-entrepreneurship, skill development, and creating sustainable livelihoods rather than building permanent dependency on welfare.
- Digital Tracking: The state monitors accountability, progress, and real-time welfare upgrades through centralized digital dashboards managed by designated Bangaru Mitras.riti IAS
