Overview of Form 10 Manifest System
Form 10 functions as the official movement document in India to track hazardous waste from its origin to final disposal. 
  • Purpose: Ensures cradle-to-grave tracking and legal accountability among generators, transporters, and receivers (TSDF operators).
  • Requirement: The sender must prepare seven color-coded copies of the manifest for every consignment.
Color-Code Distribution and Copy Purpose
Copy Number & Color CodeAction / Destination
Copy 1 (White)Forwarded by the sender to the State Pollution Control Board (SPCB).
Copy 2 (Yellow)Retained by the sender after getting the transporter's signature.
Copy 3 (Pink)Retained by the receiver (TSDF operator/actual user).
Copy 4 (Orange)Handed over to the transporter by the receiver after acceptance.
