HSE KPIs are divided into Leading (proactive) and Lagging (reactive) indicators to measure and improve safety and environmental performance. 🟢 1. Safety – Leading Indicators

HSE KPIs are divided into Leading (proactive) and Lagging (reactive) indicators to measure and improve safety and environmental performance.

🟢 1. Safety – Leading Indicators

Measure preventive actions and safety activities before an incident occurs:

Safety inspections & site walks

Safety observations / near-miss reporting

HIRA / risk assessments

Permit-to-Work (PTW) compliance

Toolbox talks & safety meetings

HSE training & competency

Emergency drills

Corrective-action closure

Safety audits

Preventive maintenance

PPE compliance

Unsafe act/condition reporting

🔴 2. Safety – Lagging Indicators

Measure actual incidents and consequences:

TRI – Total Recordable Injuries

LTI – Lost Time Injuries

LTIFR – Lost Time Injury Frequency Rate

TRIR – Total Recordable Incident Rate

MTC – Medical Treatment Cases

FAC – First Aid Cases

RWC – Restricted Work Cases

Fatalities

Lost workdays

Property/equipment damage

Fire & environmental incidents

🟢 3. Environment – Leading Indicators

Measure preventive environmental management:

Environmental inspections & audits

Environmental training

Waste-management inspections

Spill-prevention inspections

Environmental risk assessments

Compliance monitoring

Chemical/SDS compliance

Waste-segregation compliance

Corrective-action closure

Emergency spill drills

Monitoring-program compliance

🔵 4. Environment – Lagging Indicators

Measure actual environmental impacts:

Waste generated

Waste recycled/reused

Hazardous waste generated

Water & energy consumption

Fuel consumption

GHG/CO₂e emissions

Air-emission/dust exceedances

Water-quality exceedances

Chemical spills/releases

Environmental non-conformities

Environmental fines/penalties

⭐ Key Concept

Leading KPI → Prevent → Control → Lagging KPI → Measure

Leading indicators tell us what we are doing to prevent incidents; lagging indicators tell us what actually happened.

For an HSE management system, the best approach is to monitor both, with strong emphasis on leading indicators to prevent lagging events.
